wecc-tv was a an independent tv station in st louis prior to 1996.  do
you have any documents to this effect?

If what you are looking for is whether a St. St Louis TV station had
those call letters before 1996, I suggest that you call the "Call Sign
Desk" at the Federal Communications Commission.  That number is
202-418-1600, per this linked page:
