how do I find websites/forums for tech start ups

looking for venture capitalists, business advisors, employment

I am looking to work/partner with a tech start up /early stage tech 
co in the New York area.Job sites do not work (ie Dice.com) as most of
these cos are not hiring thru them. As I understand it, most of these
start ups are not on a lot of radar screens.Also very interested in 
tech start-ups in the health care field, is that a seperate question??
will be happy to pay for it ..

I seem to remember that it was possible to buy a list of recent new
businesses from the County Clerk's office (I live in California).

Also, the first thing someone starting a business has to do is get a
business license and publish a "Fictitious Business Name statement" in
the newspaper. You could read through these listings and look for
high-tech companies.

And there are several info sources for pre-IPO companies. Venturewire
is the first one that comes to mind.

Also, out here in California, there are many technology user groups
that have events like speakers and cocktail hours. You could hit
several of these and bring along your business cards.
