The "Yellow Pages" are all fairly regionalized--in the western United
States the principal local phone carrier is Qwest, and Qwest has its
version of the Yellow Pages called QwestDex
(http://www.dexonline.com/servlet/ActionServlet?pid=bsearch&from=GGL).
Presumably, other local carriers each have their own version of the
Yellow Pages, plus there are independents who publish competing
"Yellow Books," and most of them rent (license) the data from the
phone company. So, to answer your question, here's another questions
or two: who's your local phone company and what is their version of
the local Yellow Pages called? You should contact that company and
inquire about a license to the "Yellow Pages" data. Note that they
may only give you a license to the raw data--the names and phone
numbers--and not to the actual advertising copy. The expectation is
that you would need to sell your own advertising based on the raw
underlying data they license to you.
Alternatively, note that you could, for example, use the white pages
data and make your own list of all those entries and use that for your
