Whenever the nation is in mourning, the American flag should be at
half-staff. When is the nation considered in mourning? When the
President announces it, or when a national remembrance day is being
kept (such as Memorial Day). In addition, the flag should be at
half-staff whenever a local official (such as a governor) asks for
remembrance in a state, territory, or local vicinity.
Traditionally, on Memorial day, the American flag should be at
half-staff from sunrise until noon. At noon, it is raised to the top
of the staff until sunset, to remember United States? war heroes.
For national mourning after the death of the president or a former
president, the flag is at half-staff for a month at all federal
buildings and naval vessels throughout the United States and its
territories.
The flag is at half-staff for 10 days after the death of the vice
president, the chief justice, a retired chief justice of the United
States Supreme Court, or the speaker of the House of Representatives.
In the event of the death of an associate justice of the Supreme
Court, a member of the Cabinet, a former vice president, the president
pro tempore of the Senate, the majority leader of the Senate, the
minority leader of the Senate, the majority leader of the House of
Representatives, or the minority leader of the House of
Representatives, the flag is at half-staff from the day of death until
burial.
The flag is also flown at half-staff at all federal buildings and
naval vessels in Washington, D.C. on the day and day after the death
of a United States senator, representative, territorial delegate, or
the resident commissioner from the Commonwealth of Puerto Rico. It?s
also flown at half-staff on all federal facilities in the state,
congressional district, territory, or commonwealth of these officials.
If a governor dies, the flag is flown at half-staff on all federal
facilities in that governor's state, from the day of death until
burial.
The president may also order the flag to be flown at half-staff in the
event of the death of other officials, or after a tragedy (such as
9/11).
Traditionally, in all cases, before the flag is put at half-staff, it
should be raised to the top of the staff, and then slowly lowered to
the half-staff position. It should also be raised to the top of the
staff before being lowered and removed.
