where on the net is a utility to restore the file run command, please.
Using windows 2000

Hi lauderdale243,

First, try this just to be sure it isn't something that simple:

Right click the Start button.
Go to Properties -> Start Menu -> Customize -> Advanced -> Run Command
Put a check mark in the box next to "Run on the Start Menu"

If that didn't solve it, the next thing to do is to run regedit, but
that seems impossible if your Run Command is missing. You can access
regedit using the Group Policy Editor, but unfortunately, the Group
Policy Editor isn't readily available, therefore, we'll create a
shortcut to it.

Start -> Settings -> Control Panel -> Administrative Tools 
Right click in an empty area in the Administrative Tools window.
Click New -> Shortcut
In "Type the location of the item" copy and paste this line:
%windir%\system32\gpedit.msc
Click Next.
Name the shortcut "Group Policy".
Click Finish.

*Always backup your registry before making any changes to it!

Click your new shortcut -> DisableRegistryTools
Look for a "Dword Value" listed in the right pane named "NoRun" in all
of the following subkeys. If you find any Dword NoRun values 1
(enabled), change them to 0 (disabled).
HKEY_CURRENT_USER  -> Software -> Microsoft -> Windows ->
CurrentVersion -> Policies -> System
HKEY_CURRENT_USER  -> Software -> Microsoft -> Windows ->
CurrentVersion -> Policies -> Explorer
HKEY_LOCAL_MACHINE -> Software -> Microsoft -> Windows ->
CurrentVersion -> Policies -> Explorer

It is possible that you've picked up some spyware that enabled NoRun
(changed the value from 0 to 1). I suggest running Ad-aware to be sure
you're clean - running HouseCall wouldn't hurt either.

Thank you. I cannot do any of this because (so far as I can see) I
have power user rather than administrator rights over the local
domain. Any way I can deal with this without (As I don't want to do)
hacking the administrator password?

Hi Harry,

How did you come to lose the Run Command? 

Here is one idea if you had the Run Command one moment and it was gone
the next. Is it possible that you have too many items in your Start
Menu? The Run Command is the first to disappear.

the fastest way to do this is 

Run Regedit 

go to 

Hive 
HKEY_CURRENT_USER 

look for the key 

Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

and remove the following entry 

NoRun (REG_DWORD = 1)

If you are in AD Domain - most probably your System Administrator
disable RUN in your PC.

You can do nothing to bring it back. :P
