A large number of databases and sources of information are available
over the internet for searching for names, addresses, phone numbers,
etc about individuals. Some of the databases can be acquired en toto
-- for instance, thw white pages and yellow pages directories can be
acquired from the phone company by other phone companies.
My understanding of Cyber Detective, and similar services, is that
they are largely "pointer" programs -- they provide detailed
instructions on where and how to look for certain types of
information. Although I haven't used Cyber Detective, I don't think
it includes a huge database itself of hunderds of millions of people
-- instead, it points you to online databases that have the relevant
information.
It's also been my experience that these services -- despite their
advertisements -- do a poor job at finding unlisted or cell phone
numbers, as these are generally unavailable in public databases.
But when it comes to things like home sales, voter registration,
business registrations, political donations, lawsuits, and so on,
there is a ton of information online that one can use to find
information on individuals.

online sources you can use to find information on individuals. Let me
