The International Energy Agency produced the World Energy Investment
Outlook 2003, which can be downloaded from their website for
http://www.worldenergyoutlook.org/pubs/gio2003.asp but only if I pay
120 Euros.  According to this page, the report is 516 pages long.

I am a university student and I just want a small amount of specific
data from it for a few countries for my research paper.  I can't
afford to pay 120 Euros for a copy of this PDF, is there any way
online I can get a free copy of the PDF?  Apologies if this is not a
legitimate question to ask on this site.

Which pieces of data do you need? It may be possible to find various
quotes from the report on other sites.
