How citizen participation could result in better transportation
decisions and where should we drew the line between citizen
participation and expert decision-making(or how can they be

money/afforablitity, less time between distinatons, with fewer
disruptions will always be good motivation.
The next question, I will answer with an example of how our industrial
processes developed over the last century, high number of operators (
manual operation eg open close valve ) vers autominiuous operation. As
can be seen in th modern world automatic systems have proved to be
more reliable and effient time and time agian. Therefore citizen
participation, should be minumal, eg Manual--vehicals merge highspeed
traffic, cause taffic before merge is slow due to incoming trafic
merging, sometimes to complete stop.
Automatic--citizen has no control of vehical ( with emergency
excetpions of course ), only control they need is end distinantion.
Automatic control knows that the ahead merging traffic is there and
adjust speed and distance from next vehical, to allow traffic to
merge. Therefore keeps traffic moving and should never  stop, only in
extreme cercumstances.
Conclusion, never trust the human factor, it will always dissapiont
you, though trust in the design of experts(following automatic systems
design), though there will be bad dsgin flaws to overcome( again human
factor), over time the benifits will be realized as they have in
modern autonmonous industrail plants
