There does seem to be a derth of information on re-tufting a carpet. I
found only one page that has information on Tuft repairs with
pictures.

http://www.homestore.com/home_improvement/howtoguides/CreativeRepairingCarpetDamage.asp

From the website:

"Tuft Patching
To patch a small area of cut-pile carpet with replacement tufts, cut
the damaged pile down to the backing with scissors, and pick out the
pile stubs with tweezers. Apply latex cement to the carpet backing.
Set replacement tufts into position using a tuft setter; drive the
setter through the carpet backing with a few taps from a hammer"

They recommend renting a special tuft setter tool.

Is this a carpet (covering the whole floor, and attached to it) or a
Rug (smaller, and free floating?)

It is a carpet (covering the whole floor, and attached to it)

I have to admit to being a bit stumped. Perhaps it's a problem with
terminology. If you could please give me as much detail about what it
is you want to do, I'd be able to help. Walk me through it, if you
will.

I'm having trouble picturing your need. If you have a woven rug, you'd
be using a Tuft gun to replace the missing/damaged strands. Is this
the process you are looking for information on?

I want to use a lenght of yarn 20 inches and a needle (curved) and sew
through the backing of a carpet ( as in the same path as when it was
made to replace missing tufts ), and then cut off the loops on the top
to make it back to the same level. i.e a invisable repair.

I have never seen a tuft gun but think this may be someting eles quite
different.

Sorry for the delay but been away

Now I understand precisely what it is you are looking for.
Unfortunately, after a full day of on and off searching, I have been
unable to find the site you are looking for, or any site that
describes the process in anything but the broadest of terms. Mostly
they all say that you just re-stitch(re-weave/re-tuft) the loops where
they should be, then clip the loops to the level of the rest of the
pile when you are done.

If this answer is insufficient, please feel free to request a
re-posting of your question. I'd much rather see you get the answer
you need than worry about who got it for you.

I was looking up similar information for myself recently and found
these resources that you might find interesting:

http://www.academy2000online.com/books.htm has a book (out of print,
you can call 1-800-485-2090 to find out availability) that covers all
types of carpet repair. And this site --
http://www.rugreview.com/6restore.htm -- is a thorough run-through on
whether repair is warranted or not for older or valuable rugs.

Good luck with your carpet!
