I've seen some anti-hangover pills advertised called RU-21... they are
also known by other names but the basic premise is that they were
developed by the KGB during the Cold War. Do they work? I would
appreciate any anecdotal or more clinical evidence. Thanks.

RU-21's official website (http://www.ru-21.com) offers an explanation
of how the product works at:

http://ru21.com/us/index.cfm?event=product

I have friends who have been using this product for a year who are
quite enthusiastic about its efficacy.
