As noted on this page at NonDuality.com, in a list of groups
and email lists:

sanctioned by Dr. David Hawkins, author of Power vs. Force and
 Eye of the I."
The link to Dr Hawkins Group is:
http://groups.yahoo.com/group/drhawkinsgroup/

Also:

"Power Vs. Force - Dr. David Hawkins, author 'Power vs Force'
from Veritas Publishing, fuels the topic for this focused group"

BeyondTheOrdinary.net is also home of the free webcast radio
station KRSE, which features live webcasts of question and
answer sessions with Dr. Hawkins Monday-Friday, Noon to 1PM,
Pacific time. You can also download free archives of the show
in RealAudio format, or purchase MP3 files or CDs of them.

Additionally, you can email one of the show's hosts, Elena,
with questions to be posed to Dr. Hawkins in future segments.
The link for 'Questions' is on the page.

The page also references two more study groups:

"Jason's "Cairns Group" in Australia: [email link provided]
and Barbara's in Dallas Texas, US: [email link provided]
[ED Note] Anyone wishing to participate, locate, or form
