Hello Dabnis,

First, let me refer you to a few other answers with:
  http://answers.google.com/answers/search?q=cyber+cafe
For example:
  http://answers.google.com/answers/threadview?id=329017
  http://answers.google.com/answers/threadview?id=149689
are answers I provided to other customers. Even though these answers
are for cyber cafe's (and not specific to gaming), most of your
question should already be addressed by one of these answers.

To provide an answer specific to computer gaming
 - what kind of games are you considering?
 - what kind of budget constraints will you work under?
 - do you want to bill by the hour or a bulk rate for a longer period (e.g., month)
 - do you need competitive information - e.g., other companies already
providing such services?

you might need to setup a server and then employ some hungry
programmers to make the necessary cafe games.

as to what kind of games...

i highly recommend counter-strike via valve's steam cyber-cafe
licencing program as this game is nearly universal and is the most
played game in the world! as well, i can recommend warcraft3 - the
frozen throne, World of Warcraft (soon to be released), Doom 3 and
Painkiller(this will be the game played at the CPL World tour!)

First thing you will need to do is set up about 10 computers. Each
need to be a very good quality to attract players. You will need
atleast 512 RAM of memory if not 1 gig of Ram. Also you will need
pretty good graphics cards. I prefer Nvidia Geforce FX 5200. They will
run u about $100 each. Also a good Proccesser on each atleast a 2.6
GHz.

I would put your money into Steam for the most part because it has
more then 7 games on it. Also World of Warcraft has become a very very
popular game and i suggest that. Also Call of Duty is very well
played. These are the top 3 PC games on the net thus far.
