There have been a few conspiracy theories surrounding the terrorist
attacks on September 11th.

It is difficult to give a definitive yes or no answer to this question
– we can only go on the information we are given. Previously, the
generally accepted answer to this question is ‘no’, as far as we are
aware, no one predicted the scale of this attack. The CIA may have had
knowledge of some of the hijackers, but there was nothing concrete to
point to exactly what would take place on September 11th.

However, a recent article in the Observer (UK newspaper) appears to
suggest otherwise:
“(FBI Director Robert) Mueller testified before the Senate Judiciary
Committee to say that he disagreed that the FBI 'ignored a clear
warning about ...11 September by not responding properly' to the
agent's memorandum. However, he confirmed that his agent's report
'mentioned the possibility of (Zacarias) Moussaoui being that type of
person who could fly something into the World Trade Centre'.”

Note: According to the article, Moussaoui is a ‘flight school student
known to have connections to al-Qaeda who had been picked up prior to
11 September’.

The same article mentions a memorandum, September 1999, prepared for
the National Intelligence Council.

“It plotted the trail that led to the arrest of Ramzi Yousef,
mastermind behind the 1993 World Trade Centre bombing, and warned that
terrorists associated with bin Laden might hijack an airplane and
crash into the Pentagon, White House or CIA headquarters”

If you are looking for predictions in the supernatural sense, there
are plenty of Websites that contain supposed prophecies and
premonitions various people had regarding the September attacks.

“There is no doubt that certain spy agencies were picking up rumblings
of a significant terrorist event, but nothing on the scale of the
September 11 devastation. Both Israeli and Egyptian field intelligence
were noting that a possible threat was forthcoming against the United
States.”

“These non-spy stories cast a mystery over their origin. They are more
like premonitions. These stories represent a few of the mysterious and
ominous early signs of impending terror in America. Many of the
stories have a common thread that include New York City or tall office
towers”

The truth of these predictions is something that each individual has
to decide for themselves.

I have deliberately not included the alleged Nostradamus prophecies
that were supposed to have predicted the attacks – these are generally
accepted to be a fabrication.

appearing on a web page essay on Nostradamus. That particular quatrain
was offered by the page's author, Neil Marshall, as a fabricated
example to illustrate how easily an important-sounding prophecy can be
crafted through the use of abstract imagery. He pointed out how the
terms he used were so deliberately vague they could be interpreted to
fit any number of cataclysmic events."

fastanswerman is correct in his response that no one predicted the
Sept 11th
disaster.

There were details afterwards that may have been predictions or
foreshadowing the event by recorded conversations between a Muslim
cleric and the leader of a Milan mosque reveal.

I am constantly online, and read all the conspiracy theory stuff, and
have not heard of anyone predicting it.

It’s unclear whether anyone knew exactly where, when, and how the
World Trade Center and Pentagon attacks would take place.  However,
there is some evidence that U.S. government intelligence agencies were
aware of the possibility of an airplane hijacking involving Osama bin
Laden, and also that there could be a strike on New York or
Washington, D.C.  There’s an interesting story about this at CNN.com:

I have two responces to your question. The first is what has been
already answered here by other commentators, meaning that US
intelligence agencies (and maybe also other intelligence agencies
following Islamic Extremists) have had some information on the
intentions, before the attacks and moreover, attacks on the WTC
already happened (1994, by Sheikh Omar Abd-El-Rahman people, the
Gama'a Al-Islamia). When you ask about predictors you may refer to
Rick Rescorla http://news.bbc.co.uk/hi/english/uk/england/newsid_1711000/1711325.stm,
who throught about such an attack.

My second responce is that in a tragedy in such scale, a lot of people
look for irrational explanations. They believe conspiracy theories,
they seek the comfort of God, and they may also believe some
"predictions" made by "prophets". People can point out to the Biblical
Code (see http://www.cjf.org/pages/EuroPart2.htm), to Nostradamus (see
http://www.nostradamus-repository.org/cityofgod.html) etc. You may
believe in these explanations and prophecies, but they are not
rational explantions (by the way, I always wondered: how come psychics
and prophets don't win the lottery?)

I've heard for quite a few times that israeli intelligence has warned
CIA about the possibility of a large scale terror attack.

Here's one of the quotes i've found:

The London-based Sunday Telegraph —an arch-conservative newspaper
usually highly supportive of the Bush administration—reported that the
Israeli intelligence service Mossad had delivered a warning to the FBI
and CIA in August that as many as 200 followers of Osama bin Laden
were slipping into the country to prepare “a major assault on the
United States.” The advisory spoke of a “large-scale target” in which
Americans would be “very vulnerable.” The Los Angeles Times cited
unnamed US officials confirming this Mossad warning had been received.
