Need device that can quietly alert me every 15 minutes

Looking for an inexpensive watch (or something small enough to put in
your pocket) that will vibrate and/or flash a LED to remind the wearer
every 15 minutes

Need to be able to turn it off completely, so it doesn?t alter every
15min when off.

If it could flash or vibrate, this would be best.  If not, I?ll take
one or the other, if there is no other way to go.

Needs to be under $50

The "Invisible Clock" appears to have the functions you require. This
small pager-sized device fits in the pocket and can be set to alert
once or to repeat itself, vibrating (or beeping) at any interval you
choose for as long as you like. You can switch it off and it will save
the the last time you set in it's memory.
