I am not sure how to evaluate which is a good Surgeon but I would like
you to find out who is considered to be the TOP heart surgeon
Specialising in Mitral valve repair / replacement in UK. I understand
there could be more than one answer. Please also provide the Hospital
name and secretaries phone number.

 There are numerous excellent cardiothoracic surgeons in the UK.
Realize that this answer is rather subjective as well.

If I had to narrow it down to one, I would select Gianni Angelini as
the best. My results are based on experience, publications, and
research.

During your reaserch did you come across Dr Rakesh Uppal? Any
information you can provide regaring his work will be very useful.

  While I did not come across Dr. Rakesh Uppal while doing my original
search, I have found that he co-authored a paper on aortic stenosis:

Further, a search using the Dr. Foster link I provided in the original
asnwer reveals no "merits" for exemplary performance, as is the case
for Dr. Angelini

This is all I found of any significance. This is not to say he is a
less qualified surgeon - I found no negative information either, but
he seems to maintain a low profile!
