I have a brand new Dell computer with 640 mb of memory. It has been
working great until I tried to download a mpeg clip from the internet.
Now everytime I logon to my pc it automatically dials in to AOL. Not
only that but it adds a XXX icon on my desktop and a WebView Finder
folder to my C drive/ file folder with the culprit file inside. The
file is write protected and cannot be deleted. It is causing slowdown
on my PC and is very annoying, often causing me to be kicked off of
AOL and me hearing a dialing service in the background to some
operator who keeps asking "Hello, Hello" right before a dial tone that
takes a few minutes to end. I belive this is some kind of ad bug but I
want it removed forever and for my system to run better again. Can
anyone help?

Hi!!

It appears to be an spyware, try with the following program:
-Adaware:
http://www.lavasoft.de/software/adaware/
or
http://majorgeeks.com/download.php?det=506

Just run Adaware and let it do its work removing any trace of
spyware in your computer.

If this does not solve your problem (this could be happen), let me
know via the clarification feature and I will continue the research.

One more thing, if your problem is not fixed with Adaware download
HijackThis. Add a HijackThis log to the request of an answer
clarification.
To run it close all aplications except HijackThis, here is a good tutorial:
"How to use HijackThis":
Take special account on the creation of a folder where you would like
the HijackThis file to reside. It is important that you download this
file to its own folder as this folder will be used when HijackThis
makes backups.
Also read carefully the following sections:
-How to use HijackThis
and
-How to Generate a Startup Listing
