I was weighed and taped last month and I was over the weight and body
fat standard. So I am flagged, and can take "no favorable action" My
unit is suppose to deploy to Iraq at the end of the year. My
question... Can they deploy me when Im over weight and flagged?

Thank you for allowing me to answer another one of your interesting questions.

It is important to note that Suspension of Favorable Personnel Actions
(Flags) applies ONLY to current or in some cases future considerations
for certain schools, training and promotions, and other normal or
meritorious actions, etc.

In answer to your question ?Can they deploy me when I?m over weight
and flagged??, the answer is technically, ?YES":

AR 600-8-2: Suspension of Favorable Personnel Actions (Flags), in
Section II, ?WARTIME STANDARDS OF SERVICE?, 1-9, Paragraph (a) the
regulation states:

?The flagging system will be suspended for the deploying force??

AR 600-8-2: Suspension of Favorable Personnel Actions (Flags), in
Section III, ?WARTIME STANDARDS OF SERVICE?, 1-15, Paragraph (a)
?APFT?, the regulation states:

(1) Flags for APFT [Army Physical Fitness Test] failure block
promotion, reenlistment or extension only.

AR 600-8-2: Suspension of Favorable Personnel Actions (Flags), in
Section III, ?WARTIME STANDARDS OF SERVICE?, 1-15, Paragraph (b)
?WEIGHT CONTROL?, the regulation states:

?Flags for weight control block only attendance at full time civil or
military schooling, promotion, assumption of command, and reenlistment
or extention.?

Other actions prohibited by a flag are listed in AR 600-8-2 Chapter I Section 1-14:

A ?flag? prohibits the personnel actions listed below: 

Appointment, reappointment, reenlistment, and extension.

Entry on active duty (AD) or active duty for training (ADT).

Reassignment. [Reassignment is NOT the same as ?deployment, by the way]

Promotion or reevaluation for promotion.

Awards and decorations.

Attendance at civil or military schooling.

Unqualified resignation or discharge.

Retirement.

Advanced or excess leave.

Payment of enlistment bonus (EB) or selective reenlistment bonus (SRB).

Assumption of command.

Family member travel to an oversea command (when sponsor is overseas).

Command sponsorship of family members in an oversea command (when
sponsor is overseas).

As you can seem deployment with your unit during wartime is clearly
not among the blocking actions listed in the Army Regulation. The Army
can technically order you to deploy with your unit but whether they
will or not remains to be seen depending in part perhaps on your
overall physical and mental health and the current needs of the
military.
