Telarium-ga,

If I understand your question correctly, you are asking how to write a
*reguest letter* to the EEOC to have them issue a "right to sue"
letter (rather than writing the "right to sue" letter yourself, since
this is something the government does.)

Did I get it right?  If so, kriswrite-ga's option might be a good,
convenient way to go on this.
