I am considering selling prepaid cards for different networks around
the world. I would like to know how the different business models
work. I have heard different things from different people:
* some say that the reseller gets commission on the calls, some say they don't
* some say the reseller can control the tariff parameters (e.g.
per-minute call rates, how often the account needs to be topped up and
the 'shelf-life' of the credit), some say they can't.

Are there different levels of reseller, some of which have these
abilities and some which don't? Or do different networks have
different business models?
