Does poetic license cover things like using words like "happen chance"
even 'tho that is not in the dictionary?

The definition of poetic license is 
That deviation from strict fact, form, or rule, in which
an artist or writer indulges, assuming that it will be
permitted for the sake of the advantage or effect gained

which basically means anything goes aslong as it serves a purpose
