As a landlord, do I have to provide workmen's comp insurance for my
property manager?  I charge the manager $750 for the apt he occupies
and pays him $450/month for his services.

You should consider reducing the manager's rent to $300 per month. 
Included in the lease you may want to include the job duties and the
reserve the right to raise the rent to $750 and end the additional
duties at will.  This removes you responcibility to pay taxes, and
insurance.  However your property insurance would cover any accident
that would result on your property.
