How do I get rid of a Pop-up Window that covers my original desktop
background picture? Eventhough my internet connection is off...the
popup remains. I've tried to use Ctrl Alt Delete , but that doesn't
work.

Your computer has definitely been invaded by some kind of scumware
(also known as spyware, adware, or malware).

Please download, install, and run the following free utilities:

Spybot Search & Destroy

AdAware
http://www.lavasoft.de/support/download

*** IMPORTANT ***
The first time you run them, or if you already have Spybot and/or
AdAware installed on your PC, be sure to download the latest updates
first **each time you run them**.

Then download and run CoolWebShredder (scroll down to find it):

Something to keep in mind is that even if these programs give your
system a "clean bill of health", it does *not* mean that you can be
absolutely sure that your system is clean. It is only a *reasonable
assurance* that it is clean.

Your question lacks detail.  If it is a pop-up window then you should
be able to close it using the "X" button at the top right of the
window.

If you are finding popups occur even after rebooting your computer,
you might want to obtain some spyware tools such as Ad-Aware:

To whom it may concern,
The advertisment window popped up on my desktop covering my original
customized desktop background when I connected to the internet. The
desktop icons seemed to be unaffected.  Right-clicking on my desktop
doesn't allow me access to to my desktop menu. It only shows a
property menu of the popup. Clicking on the advertisment window only
links me to the website. I hope this email will help explain my
question.

The windows KEYBOARD command to close a window is ALT+F4. this can
usually not be blocked by software so it should close any window.
If not, try control-alt-delete and close the program in task manager
