I'm referring to both file-sharing programs as well as pay-per-download programs.

How would you define "best"?

Good point. The file-sharing programs scare me to death with all the
ad software it downloads to your computer. And they want a two year
membership -- I'd like to try them for a month first. I've looked at
kazaa and mp3advance and mymusicinc.com. That's probably the thing
I'm most interested in understanding better.

As far as pay-per-download, I've looked (and used last night)
Wal-mart. A writer for the Washington post said Apple's site is the
best but it is geared toward iPod users, which I am not. I guess what
I'd like to know in this area is whether paying for a service like
Rhapsody is any better that Wal-mart's 88cents per download.

Thanks.

If you are interested in checking out the file saring programs, I
would definitely suggest Emule http://www.emule-project.net/ It is an
open-source file sharing software, meaning there is no hidden spyware
in it.

Be aware though that the majority of the files shared on emule network
(ed2k network, that is) is copyrighted work and downloading them would
be illegal in most of the countries (especially in countries following
the Geneva convention).

I think it is legal to download the music/movies you already own on
similar medium, but I am not sure in that and that also would depend
on a country.
