Hi elroul,

A look at USNEWS's own website reveals the top 3:
1. University of California?Berkeley
2. Carnegie Mellon University (PA)
(tied) Massachusetts Institute of Technology

http://www.usnews.com/usnews/edu/grad/rankings/phdsci/brief/comsp1_brief.php
And a way for you to pay more money to get the whole list.

I happen to be sitting in a library and got the 2002 version for you.
The top 10 in terms of Databases are:
1. Stanford
2. Berkeley
3. U Wisc-Madison
4. U Maryland-College Park
5. Oregon Grad Institute of Sci/Tech
6. U Illinois Urbana-Champaign
7. Georgia Inst Tech
8. UT-Austin
9. CMU
10. MIT

Luckily my favorite university landed top of the current USNEWS list.
You can find Berkeley's school of information management and sciences
at http://www.sims.berkeley.edu/. The outgoing dean, Hal Varian, has
written several guest articles for respected nationwide publications
like the Wall Street Journal. The new dean, AnnaLee Saxenian, has
written a book specifically on the new startup culture in Information
Technology and Management.

Some other programs I saw:

Harvard University offers a PHD in Information Technology in
Management, offered jointly by the school of engineering and Harvard
Business School.
http://www.gsas.harvard.edu/programs/degree/itm.html
http://www.deas.harvard.edu/gradstudy/itandmanagement/

Yale University offers a Master's Degree in Computer Science.
http://www.yale.edu/bulletin/html2003/grad/cpsc.html

In addition, a simple google search will show you SOME of the schools
but not in the ranked order you suggested.

search strategy:
information systems management admissions site:XXXX.edu
online academic lexis-nexis
usnews.com website
actual usnews publication

PS - I like to see questions answered so someone please answer this :)
