I started researching this one and I don't think there's any general
listing to be found with this sort of information. However, most
individual states seem to have very useful, complete, and easy-to-find
websites that describe the local laws regarding the sale of hard
liquor. I could probably compile all of these for you, but that
wouldn't help very much regarding 1996, assuming that some states have
changed their laws in 8 years. I don't know what you need this
information for, but if the year isn't very important, I can probably
get you the current regulations for all of the states. If it must be
regarding 1996, then I'm going to let another researcher try to tackle
this one.....

Yes, I need a "reasonably close" answer as to the situation as it
existed in 1996. A charachter in a novel needs to give an
"approximately accurate" statement as to the current situation, and
the novel takes place in 1996. Answer this and the other question I
posted and you can (if you're interested) get your name in the
acknowledgements of the book, in addition to the pay, of course.
