President Ronald Reagan spoke at the 40th Anniversary of "D-Day"
memorial on June 6, 1984 and addressed Veterans at U.S. Ranger
Monument, Pointe du Hoc, France. Is this the speech you are referring
to. (By the 50th anniversary in 1994 Mr. Reagan was already far too
incapacitated to have attended).

Dear skoorb-ga;

Thank you for allowing me to answer your interesting question.

President Ronald Reagan did not speak at or even attend the 50th
Anniversary of D-Day ceremonies ? President Clinton did. By 1994 Mr.
Reagan?s deteriorating condition would no longer permit him travel or
to make public appearances. Reagan did, however, render a speech at
the 40th Anniversary memorial service.

Many copies of the text of Ronald Reagan?s speech on Jun 6, 1984 do
not contain everything he actually said. It is fairly easy to find
most portion so f the speech but for some reason only the highlights
of it became publicly available. This is an unabridged copy of the
speech that is believed to contain, in it?s entirety, what Mr. Reagan
said to a large group of World War II Veterans at Pointe du Hoc,
France that day:
