There are quite a few sites that sell used car in Japan. 
Here are couple of links I am not sure if they export overseas or cheap.

I do know that you can very good condition cars (used) in Japan
especially from Rental car companies.  They sell used cars to keep
their rental fleet up to date.  And these cars are in vary good
condition.
