I am looking for details of how to make our ISP RADIUS Server send a
message to force ADSL routhers to authenticate using PAP - something
like this from another ISP - "Authenticate with PAP, please".  Seems
most routers automatically chose either CHAP or PAP but the default to
CHAP and so many of our subscribers can not log in using their router.

I know that the RADIUS server negotiates with the customer's device
duing log-in, so I assume a simple change in the script the RADIUS
uses will do the job - but I do not know what to do.

Which RADIUS daemon are you using?
