Living steadily abroad and visiting U.S. once a yr. for short time. Is
there any gov't health insurance plan that will reimburse health care
or hospital services. This South American country has no Veterans
facilities nor is person entitled to Champus. Also Medicare does not
cover permanent residents. Person is also registered at a U.S.VA
hospital but will be moving.

I would likely contact your congressman or senators office.  They will
direct you to the correct government agency.  Also, check with your VA
office.
