I need to know whether SAP R/3 core business rules open for reading
and customization or is it embedded in the binary code?
For example - HR module come with rich business functionality. Where
this functionality is described? is it open in the code (ABAP, tables,
etc.) or is it hidden from users?

If you have enough experience you can get all business functionality.
Some are implemented in abap codes and some are implemented in
customizing.
