I have a list of people that I need to call.
I have a group of people (operators) who can make the calls.

I am looking for some free web-based software that will allow an
administrator to upload a list of contacts for a specific campaign.

Each operator should be able to login, and select a campaign. 

They should be able to request the next number to dial in the campaign.

After they dial, they should be able to type a note, or show if there
was no answer, bad number etc.

The system should be very simple to use.  I don't need auto-dial or
anything, just the abilty to upload a list of numbers and then show
what happened when the number was dialed
