because I have now found a VHS copy of the presentation for sale, as
well as the streaming audio version I mentioned in my request.
I am confident that the presentation you remember seeing on C-SPAN was
the 2003 Rostov lecture by New York Times columnist Thomas Friedman at
the School For Advanced International Studies. The timing is right
(March 6, 2003), as is your description of the speaker and his general
topic.
The lecture was titled, "American Foreign Policy After 9/11," and here
is a brief description of its content:
"New York Times columnist Thomas Friedman delivered the 2003 Rostov
Lecture at the Johns Hopkins University School of Advanced
International Studies in Washington, DC on March 6th. Over the course
of his speech, he discussed the motivations of the September 11th

2003 appearance. Im am familiar with Friedman and used his name as a
keyword in site searches at the SAIS and C-SPAN websites looking for
more information on his appearance and trying to determine whether his
appearance was most likely to be the one that interests you.
I also found the audio links and the VHS sale information using these
site searches. In order to confirm that a transcript was not
available elsewhere online, I supplemented these searches with this
one, using Google:
