First of all, let me say that your initiative sounds very exiting to
me.
However, the first stage doesn't sound so exiting: The first thing you
should do is to form the terms of the competition with your
lawyer/accountant. The reason you should make it with an expert is to
make sure there are no loop holes in the temrs of the competition,
that it seems dair to the contestants (and is fair), and that you're
legally covered from law-suits regaring the competition.
You probably also thought about it, but you should express in clear
terms how are works selected (do you plan to invite experts on the
field to judge? is it your own personal taste? etc.). Of course, if
this also involves planning an event/exhibition of the works, or
inviting experts to be judges, that should be considered within the
time-plan.
After you have all the terms figured out, you publish the competition,
on your company's web-site or on a web-site providor. If you want to,
there are also some free homepage providors such as
http://www.geocities.com and http://www.tripod.com
May I point that they cover their expenses by loading the page with
ads, which may not be so elegant in your case.
Now for getting people to know about the contest. When publishing such
an announcement, you should let people long time enough to design a
model.
In order to access design students,there are several effective ways
you should use. The best way to do this, in my opinion, is to publish
your contest in a discussion group.

google-groups (at http://groups.google.com/) and it's also moderated,
so it might take a day or two to be advertised.
