I am using Windows XP. After canceling the Windows Defragment process
because it was taking too long all my folders now have a gray check
mark in the Read-Only box on the Attributes area of the folders
properties.  I can uncheck this and press Apply, but when I go back to
the attribute it is still checked.  I have rebooted several times.  I
have sucessfully ran dskchk /f.

The way I found this error was, while running Apache Tomcat, I was
getting an exception that I was not getting prior to the Defrag.  The
error prompted me to check the read-only attributes for the tomcat
folder, which to my amazement was now CHECKED....  Here was the tomcat
message:

java.io.IOException: The system cannot find the path specified
	at java.io.WinNTFileSystem.createFileExclusively(Native Method)

I know that the tomcat file in question was a temp file and needed to
be opened in 'exclusive' mode.  Thus the error, because the entire
drive is apparently in exclusive mode for some bloody reason...
