What cities in the Unites States meet the following criteria?
- East of the Mississippi River.
- Population above 20,000 people.
- Four distinct seasons of the year.
- High temperature in July and August seldom exceeds 85 degrees but
usually is above 70 degrees.
- High temperature in January and February is seldom below 25 degrees
but usually below 40.
- Minimum humidity is seldom above 50% on any day of the year.  This
means that at some point during the day the humidity is at or below
50%.  It does not have to be at or below 50% all day.

Hi 55mgtf,

I have been working on your question using a few websites to compile
the data. I have so far extracted all the cities which fit the
population criteria you have requested. However, there are some things
I need to clarify with you before carrying on with my research.

Regarding the humidity factor, I have found a site which gives the
city's average percentage of humidity for the morning and average
percentage of humidity for the afternoon for each month of the year.
(However, this site does not include all the cities which fit the
population criteria.you have asked for).

As an example, here are the weather conditions (which you have
requested) for Wheeling, West Virginia,which has a population of
31,419, according to the 2000 Census:

Average High Temperature:
Jan:  37.6 
Feb: 41.2 
July: 84.9 
Aug: 83.6 

Average Humidity(%):
Jan
Morning: 77
Afternoon: 67

Feb 
Morning: 77
Afternoon: 63

Using this information, what would be the criteria for the average
humidity for morning and afternoon for the different months of the
year?

Also, is there a specific number of cities that would suffice as an
answer to your question?

The average humidity for the afternoon should be OK as long as there
is some indication of the range of humidity, such as a standard
deviation.  This is important is understanding the variability.  For
example, afternoon humidity of 70% and 30% would average 50% but the
70% is substantially above my criteria.  The same logic holds for
temperature; high temperature of 90 degrees and 70 degrees averages 80
degrees but 90 degrees is above my criteria.  The standard deviation
must be based on daily data to be meaningful, although the average can
be by month.  Having said all of that, the following information will
work:

- Average high temperature by month with a standard deviation based on
the daily high temperature; e.g. 84.9 for July with a standard
deviation of XX degrees.
- Average afternoon humidity by month with a standard deviation based
on the daily afternoon humidity.

Obviously the measure of variability will be the most difficult to
obtain but the U.S. Weather Service has that information.  It just may
not be easy to get.

Regarding the number of cities:  I would like a list of all cities
east of the Mississippi River with a population above 20,000 that meet
the criteria.
