Hi kyu91
From the link below,
http://www.prepaytec.com/partners/
It seems there're two company that Prepay technologies used for their system.
Here it is:
1. Alphyra (http://www.alphyra.co.uk/) develop and deliver electronic
transaction products, systems and solutions across multiple industry
sectors. In the UK Alphyra's payment network, operating under the
PAYzoneŽ brand, ensures our Splash Plastic cardholders can load value
onto their prepay debit card at a large network of top up
environments.
2. Omega Logic (http://www.omegalogic.co.uk/information/company.htm)
manages and provides expert software solutions that integrate
retailers' systems to deliver the ability to sell a range of virtual
products, such as Splash Plastic top ups and electronic pre-paid
mobile phone airtime. The top-up service operates between retailers
host or till systems and the networks. Our Splash Plastic cardholders
load their cards with value in a retailer connected to Omega Logic,
which they can then use to buy goods online.
Well, it's looks like Alphyra is the one they use for online version
because on Omega Logic website there's no information for top up using
web :)
You can contact Alphyra using this link

And you can see the case study here
