looking for an example of a  strategic plan for a public library
wanting to increase young adult service for the next five year.
comprehensive: including budget(income & expenses)/mission
statement/values/goals/action plans/etc.

Since it may take more than a few minutes, or even hours to correctly
research this question, I suggest that you consider increasing your

Well there is no easy way to answer this. You need to sit down and
find your budget and then you are going to have to outline everything
that you want/need to get done. If you are just wanting some general
info you could proboly contact librairies in the surrounding areas and
talk to them to see if you can obtain some of this info from them. It
won't be exactly to you but it will let you take something into
advisment when you do this.

Seeking young adult customer growth seems WAY too specific for most
library plans.  Here's a good Strategic Plan and budget for a suburban
Seattle library system:
