I am looking for a children?s book that I read when I was a kid. (I am
28).  I cannot remember the author or the title.
It was an illustrated book.

A bear would not clean his room. While he slept, the Wind blew all his
stuff out of the house.  To teach him a lesson about being a slob and
not having respect for his things

Unfortunately, we had some sort of appointment, a tea party or
something, and he was in danger of being late because he had no
cloths.  I think they ended up in a tree.
 Anyway, I remember that he wore red or blue overalls and that he had
a potbelly stove.  I remember the Wind and the Moon spying on him
through the window while he slept.

Your book was "Little Brown Bear Loses His Clothes" (1978) by Elizabeth Upham.
