Is it possible to automatically convert GB2312-encoded Mandarin text
into the Big5 encoding?  Similarily, can I convert Big5-encoded
Cantonese into GB2312 automatically?

If it is possible, what UNIX-based tools can I use to do the
conversion?  Bonus points for Perl modules.
