After looking at your other questions, I want to be sure I am on the
right track.  The information I have found is about population
density.  Your other questions seem to relate to traffic congestion. 
What do you mean my "congestion" in this question?

your questions, but I hope that other researchers will also.

I am surprised that this information has proven to be so difficult to
find.  I suspect that it may be because of a lack of objective
criteria to measure "traffic congestion" on a global basis.  By
contrast, a ranking of U.S. cities on an objective basis is relatively
easy because it can be based on available data such as average
commuting times.

well the term congested is different in some country.

If it's in Indonesia (my beloved country), the traffic congestion
might be because the public transport stopping right on the middle of
the street or some "becak" (traditional 3 wheeled vehicle) does that
too :)
Or maybe some street vendor open their shop on pedestrian path but put
their chair or table on the street :D
Or in India where cow will just stop and sleep right there on the
middle of the street :D

as markj-ga said, it's different on a global basis, so you might want
to refine your search to some country.
