where can i find the lowest interest rate on a credit card?  i was
just given 5.9% a few months ago.  then today received a letter from
that bank offering 4.9%.    they will not give me the 4.9% unless make
a new application.   whole new card etc.

I believe in the USA this is the Wells Fargo Prime Rate card. Which
is, as name suggests, at the prime rate!
There is an annual fee however and a very high credit score is required
