how do i get
 dual monitors to display a stretched view.............example- so
that when I am using a spreadsheet the colums keep increaseing across
the second screen.

at the moment my second screen just replicates everything off the
first screen , which is pretty useless!

I have a raedon 9800pro video card installed, and i was told that the
card could do what i wanted..........I dont see anything in the
display settings which i can change to do this.

any ideas anyone?

Sometimes you have to be in "restore" mode of an application and
manually stretch the document accross both displays. It won't
necessarily work when the app is Maximized.
Also make sure that Windows Display Properties has "Extend My Desktop
to this display" on the 2nd monitor.
