1960's-1980's film, takes place in rural south, one of main characters
is a stuttering black man who lives on an old school bus with a bunch
of dogs and i believe takes care of bees for a living...i could sware
they called him 'boomer'.  he is the subject of ridicule from all the
local rednecks, whom i believe worked in the fishing, crabbing, or
shrimping business.  they eventually shoot boomer accidentally, but
are then attacked by 'boomer's' bees.....what is this movie?

Plot Summary for The Great Santini(1979) 

"The four Meechum kids and their mother move from Marine post to
Marine post, following their father, a pilot, in the peaceful years
before the Vietnam war. Bull Meechum, the self-described "great
Santini," is manic: a martinet at once enthusiastic and abusive of his
family. In Beaufort, South Carolina, Bull is assigned to whip into
shape a squadron of pilots, and Ben makes friends with Toomer, a
slow-talking Black youth. Racial and family tensions explode in
violence, and Ben must find a way to make peace with his father."

local ?redneck? who insults Tooma and in one scene destroys the honey
Tooma has for sale just to show Tooma that Red can do anything he
wants.  Tooma finally explodes and demonstrates that he can kill Red
if he wants to, before letting him go unhurt except for Red?s bruised
ego.

Red has to balance the books and goes after Tooma with a group of his

This is a side plot of one of my favorite movies.  I'm positive this
is the movie you seek.  The character you refer to is Toomer.

The Ben Meechum character befriends "Toomer", a black man he works
with who sells honey and other things off a cart.  Toomer also
stutters.  Toomer has many run-ins with another character (Red) and
Red ends up antagonizing him by showing up at his trailer filled with
dogs.  In one of the scenes Red begins shooting his dogs and
accidentally shoots Toomer, so Toomer releases his dogs and the bees.
