Ok, I have a good general idea, but still not quite everything I asked for...
I followed your Fodor's link and found this:
For a no-frills, justice-of-the-peace nuptial ceremony, visit the
Commissioner of Civil Marriages (309 S. 3rd St., Downtown), where a
surrogate-J.P. deputy commissioner will unite you in holy matrimony
for $35.
Is this place open on weekends? Do we need to bring our own witness or
would there be someone available there? Do we need to bring formal wear
or can we just show up wearing jeans? How about shorts?

?Nevada Revised Statutes require that wedding ceremonies must be
witnessed. The Marriage Commissioner's Office is generally not able to
provide a witness.
If you do not have a witness, you may wait in the lobby for another
couple to arrive. By mutual consent, one of them can witness your
ceremony and one of you may witness theirs.
Usually, the wait is not very long. Alternatively, you may leave and
return with a witness of your choice.
If you choose to wait, please sign the log on the counter and advise
the Deputy Commissioner that you are waiting.?
