How do I configure serial ports for Windows CE 4.2 in the BSP for my
Via Eden based embedded CPU product?  The board has 4 serial ports at
irq/port 4,3f8 3,2f8 9,3e8 15,2e8.  All ports are are 16C550 UART
compatible.  Please list all configuration files and settings which
must be updated to enable the ports.  The most detailed answer gets
paid, and if your answer is the breakthrough that gets our ports
working there will be a generous tip!

We are testing the board by looping back COM1 to COM2, and COM3 to
COM4 using a serial null modem cable.   We are able to open the port
in software, but read/write operations have no effect.  We put a scope
on the serial port Tx line and it's not active when we write to it. 
Serial ports on this board work great under other operating systems so
we don't believe this is a BIOS issue.

Unless it's a BIOS issue, the ports apparently are already enabled
(proof: you have IRQs and I/O ports). The next thing to ask is what
are you connecting "to" and what are its parameters (Baud rate, stop
bits, parity)?

You need a terminal program... Zterm is one such ...

the COM ports directly.

But, unless we know how it connects to your serial device, it's all up in the air. 

Do you have an app that connects serially to something?

That helps somewhat :)
Can you connect each port to, say, an external modem (standard modem
cable)? If you can, and can send AT? commands via a terminal program,
then you're on your way. Otherwise, if you can run two copies of a
terminal program, one on COM1, and the other on COM2, you can get a
feel for your communications or lack thereof. Or, null modem to a PC
running hyperterminal.
