Is it preferable to install the flooring before the cabinets when
remodeling a kitchen or bathroom?  Or vice versa?

cabinets first, imo.  I do it that way for hardwood and tile.  There
are many floor types that I have not installed, but the general rule
is that the flooring  comes last or close to last.  Good luck.
