What are the state by state regulations for retail drug store pharmacy
offers?  In other words, which states have restrictions on the types
of offers a retail drug store can issue regarding prescription sales? 
Offers typically used by retailers include a $10 gift certificate if a
consumer transfers their prescription.  I know that New York state
prohibits the use of any financial incentive in connection with
selling retail prescriptions.  And New Jersey allows incentives only
for those aged 62 and older.
