This would be a piece of cake in Aftereffects, but would require some
basic working knowledge of the Aftereffects workflow. But fear not,
this is how the best AE artists get their start, and I highly
recommend you play around w) AE, you?ll really like it.
So here is the intermediate tutorial
- Scan your document (that you want to highlight)
- Create a new Aftereffects project
- Create a new composition within the project
- Import your scanned document
- Drag the document to the Composition preview window, this will
create a new layer in your composition with the same name as your
scanned/imported document
- Rescale the scanned document so that you see the whole thing in the window.
- Duplicate the layer you just created.
- With the top most layer selected use the mask tool to draw rectangle
around the text you want to highlight.
- Adjust the anchor-point on the same layer so that it?s dead in the
center of your masked text. Re-align the layer so that the selected
text lines up with its copy beneath it.
- You can now animate the selected text in any number of ways. You
could enlarge it slightly, add a drop shadow, give it a yellow
highlight, etc
This may not make allot of sense now, but if you spend a couple of
evening playing around with AE you?ll be able to use the technique
above to pull off the effect.
Here is a good resource for a broad range of Aftereffects skill levels:

If you really want to jumpstart your Motion Graphics skills, I would
_highly_ recommend attending the Post Production World conference at
this years National Association of Broadcasters convention in Las
Vegas:
