I am compiling a list of innovative idea's on how an ATM in a place of
business can generate more income for the business. Put on your
creative hat and let's see how big of a thinker you are.

How can I make that machine be used more? 
If that machine was my only source of income in the store what could I
do to draw people to it?

The ATM which we place in stores are free to the merchant. See:

Need to get a list of creative idea's that will bring people into the
store to use the machine.  The best idea or the best list of idea's
wins the $20!

So far we have two ideas... 1. Sell everything for Cash 2. Sell lottery tickets.

I am assuming that you known what the acronym 'ATM' stands for?

Automated Theft Machine.

And I have discovered over FORTY ways of fraudulently getting money
out of these machines.

Have the store only accept cash.  Places like McDonald's & Dunkin'
Donuts always catch people (like me) with no cash in our wallets and
they don't accept credit cards.

If that's not workable, have the store sell Lottery tickets.  Most
places require lottery tickets to be bought with cash only.

Make sure there's no other major branch bank machines close by.

Is the store's focus to use an ATM? All profits of the store is from
the ATM? I hope not.

Is your question really how to bring people into the store to use the
machine? Or is it "How do I entice people to use the machine once they
are in the store for what they'd be there for anyway?"

IMHO, there is no way on earth I'm going to go to a place primarily
because they have an ATM that charges me $1.65 just to use my own
money. In a pinch, I may use the machine, but I tell you, it won't be
the factor that gets me in the door. I want to buy what the store is
selling. How I pay for it is an afterthought.

depending on the set of services you offer through your ATM, you can aslo have:

1) prepaid codes -- that is, people can buy prepaid phone cards,
internet access codes, various ticket types (cinema etc)... as you can
see, this is not only limited to lottery tickets.

2) payments -- that is, you let people pay their bills via ATM
(electricity, mobile phone, apartment rent etc)... eventually, this
lead to p2p (person to person) payments.

3) commercials -- that is, you can run animated ads (sometimes even
with sound) in the moments when ATM is not used.
