It happens when I open a webpage.

no particular webpage.  I have a popup blocker-Norton IN Security.  I
think I cured the problem by going to IE, rt clk, properties,
advanced, check the box disable script debugging and uncheck the box
display a notification about every script error.  Clk apply and Ok. 
No problems since.
